Periyasivan Temple was established by Adiyar Vipulanda. In 1993 he started to publish the "Matham" magazine. In 1995 started the Hindu Tamil religious school and pilgrim services for seniors. In 1999 satsangam school was started at Kennedy and Eglinton.

Since there was no Sivan Temple in Scarborough Adiyar started this temple to fulfill the Hindu communities wish.

In 2001 the statue of load Siva was installed in the shrine. The first Kumbhabishegam (consecration ceremony of the temple) was conducted with great pomp on September 02nd, 2001

The learned Sivasri V. Ranganaatha Kurukkal was invited to paradise over the ceremonies. Daily homams and abhishegams were held over 40 days and the 41st day saw the Manadalabishegam.

The Manimandapa work was carried out by Adiyar, Mr. Selvaratnam and Oviyar Suba Sunthirabose.
